Minutes of Meeting held on Monday 5th July 2021

HPC21/3/01 Attendance

Present:-
Councillors Lee Allen, Howard Blake, Yvonne Bushill, Martin Deakin, Steve Edgar, Sam Green, Janet Griffith, Alison Heler, Richard Hovey, Richard McCarthy, Tony Peake, Graham Sawyer and Steve Welch

HPC21/3/02 To receive apologies for absence

Apologies were received from Councillor Melissa Mews

HPC21/3/03 To receive declarations of Members’ interests

Councillor Sam Green declared an interest in Item 6 relating to payments

Councillor Lee Allen declared an interest in Item 17 relating to the lease of public conveniences

HPC21/3/04 Public Participation

Connie Davis raised concerns regarding information which had circulated regarding the Haslington Volunteer Support Group

Helen Mollart advised that the graffiti on the Bovis Estate had still not been removed

HPC21/3/05 To confirm the minutes of the meeting held on Monday 7th June 2021

It was resolved to approve the minutes

HPC21/3/06 To consider the approval of payments

It was resolved to approval payments totalling:-
• Net: £7,912.66
• Gross: £8,570.01

HPC21/3/07 To consider matters related to donations for the upkeep of local churchyards which includes but is not exclusive to:-
• St. Matthews Church
• Christ Church
• Haslington United Reformed Church
• Haslington Methodist Church

It was resolved to provide donations of:-
• £1,050.00 to St. Matthews Church
• £500.00 to Christ Church
• £75.00 to Haslington United Reformed Church
• £75.00 to Haslington Methodist Church

It was further resolved to provide a donation of £75.00 to Wheelock Heath Baptist Church

HPC21/3/08 To consider matters related to remembrance and civic commemorations

The Chair provided an update on preparations for Remembrance Sunday

HPC21/3/09 To receive a report from the Chair of Haslington Parish Council

The Chair provided an update regarding work the Parish Council has undertaken in the village for the benefit of local residents

HPC21/3/10 To receive a report from the Cheshire East Councillors covering Haslington Parish

Councillor Steve Edgar updated members on:-
• Proposals to Parish Councils to support additional funding of highways repairs and infrastructure which could have an impact on the precept and also be classed as double taxation
• Complaints received regarding noise from the Bovis Hazelmere development due to works currently being carried out. This has been referred to Environmental Health and Planning Enforcement
• Permission has be sought from Ansa regarding the locations of new bins which were purchased by the Parish Council at the last meeting
• Ten new benches which were purchased by the Parish Council at the last meeting will be delivered in August 2021

HPC21/3/11 To consider matters related to planning applications for the Haslington Parish

There were no planning applications to discuss

HPC21/3/12 To consider matters related to Winterley Ward

Councillor Howard Blake raised concerns regarding overgrowing vegetation at Winterley Pool

Councillor Alison Heler raised concerns regarding over hanging trees in the Winterley Ward

Councillor Steve Edgar advised that he would look in to the matters

HPC21/3/13 To consider matters related to Oakhanger Ward

Councillor Yvonne Bushill raised concerns regarding signs in Oakhanger which cannot be seen by drivers due to overgrown vegetation or have been moved

HPC21/3/14 To consider matters related to Haslington Ward

Councillor Graham Sawyer updated members on recent conversations with the local PCSO in relation to the Gutterscroft Centre

Councillor Janet Griffith raised concerns regarding standing water behind Shelburne Drive

HPC21/3/15 To consider matters related to urgent business needed to be carried out by Haslington Parish Council in the interest and benefit of those who live with the Parish boundary

It was resolved to appoint a planning consultant to carry out a feasibility study for the refurbishment of the Gutterscroft Centre

HPC21/3/16 It is recommended that Council considers a resolution under Section 1 of the Public Bodies (Admission to Meetings) Act 1960 to exclude the public and representatives of the press from the meeting during the discussion of the next item on the grounds that matters contain sensitive information and by reason of the confidential nature of the business being transacted

It was resolved to exclude the public and representatives of the from the meeting

Councillor Lee Allen left the meeting at this point

HPC21/3/17 Confidential Item:-
Lease for public conveniences in the village

It was resolved to approve the signing of the lease relating to the public conveniences at Haslington Bakery

The meeting closed at 9.15pm
